i'd think the outer diameter of your setup during winter is larger than summer, so they'd rub while your summers wouldn't..
that's not it, see pic.

no both sets of tires rub..and its not when i turn its when the wheel is straight and the car hits a bump sending the tire up into the wheel well...the tire then hits the top where that weld is and b/c the plastic is rubbed off it it..it basicly slices into the tire and cuts it up that weld takes up almost an inch and a half of room in that wheel well so getting rid of it would help by giving me more clearence....ill take some pictures tonight

its because you're lowered too far. those spring rates are insane for a civic...so turning shouldnt affect it too much.
