Default Brake pads rubbing...

So, I just swapped out my front brake pads, turns out the shop that had done the brakes previously decided they would only shim three of the pads and not the fourth. Anyways, one of the pads (inside right, I think) is now rubbing, causing the car to pull. What do I need to adjust to take care of this?

It might be possible that the previous mechanic forgot to place that last shim on.
Or maybe the caliper is not releasing properly,(frozen).
Don't forget that disk brakes are always dragging,(slightly).
