false. it will throw off the bore:stroke ratio and make it so it cant take as much pressure.
plus the B16 is almost perfectly balanced from the factory. stroking it would throw a wrench in that perfection.

still a bad idea. its vertical pressure on the rods that makes it worse for boost when stroking.
if you wanted to stroke it you should bore it too. the biggest stroker kit that Crower carries for the B16 looks ok for boost...87x89...but i still think that altering the dimensions in a b16 is not a good idea.

if you peice the turbo together yourself you will have more money for the engine itself.
HKS manifold flanged for Tial 44mm wastegate, Tial 44mm wastegate, Garrett T3/T4 turbo, 3" downpipe, custom mandrel piping, Spearco intercooler, GReddy or HKS BOV. that should set you up for up to 25psi on about a grand.
