Could be a bad wiper motor or integrated control unit or wires between these two components (see service manual at link in my signature).

I had the same problem with my 97 dx when i unplugged the connector to the chime box under the dash. I think it is called the integrated control unit. I got tired of hearing the Ding, Ding, Ding every time i had to do something in the car. (the key had to be on to listen to the radio) Anyway, i couldnt find a way to disable that chime, so i just unplugged it. Then i found out the next rain storm the consequence, and plugged it back in. Make sure its connected well and/or check for bad connections or wires.
