Default Will the air bags from a '96 fit in a '95?

Just like the subject says. It is no longer legal here to drive without air bags after they blow up. So I need to find some air bags. I know of a '96 parts car (I haven't seen it) but mine is a '95, a different generation. The guy trying to sell me the parts car said I could change the whole steering wheel out, but I wonder if the clock spring, etc. is different too. Then there's the issue of the passenger's side.
