D1-VBU Back Up Power Wht/Yel, Battery positive From battery through Fuse Box, Battery Voltage at ALL times
check the voltage on that to see if its constant.

ok soooo its the wrong ecu?? are you CERTAIN? and how do you know? AND the duct i keep cuz it keepz water wrong coming into my air filter... and the car ran fine before but now it doesnt i dono why it would and now itwont? plz explain and would it gives the symptoms i have? (bogging very bad in low rpm's) ALSO where should i get a new one if i need one and why was it on here in the first place...

A P75 does not have VTEC circuitry. I do not know why your car would suddenly stop running right. It is unlikely that the wrong ECU would cause it to suddenly stop running well but I suppose it could be possible. One thing is for certain though, and that is that the P75 is inhibiting your engine's power capabilities because it cannot engage VTEC. If you want VTEC to ever work, you will need a P28 anyway.
The place to start diagnosing this would certainly be to get this thing running on the right ECU first. Then we can go from there.
And yes, people usually chip an ECU to tune it. However, the person who put the P75 in obviously did not know what they were doing since a P75 does not pair with a JDM D15B, so I would not trust any tuning they had done.

ok so i need an ecu, what is the corrct one for it? i dont want a chipped i jsut want the origonal i dont want to wait for it to be "tuned" for this motor, i just need it to run right i have school starting soon and its a damn commute plz help guys thx
