Vtec didn't kick in?

It's actually for both performance and gas mileage... just more focused on gas mileage.
If you disagree, then explain why the D16Y7 has less horsepower when the only difference is one has VTEC-E and the other is non-VTEC.
z6 is 4800, y8 is somewhere between 5000 and 5500, and b16a2 is 5500
and you can hear it on a single cam, just not as good. but yea, you should never feel a jerk motion from VTEC.
OP: perhaps VTEC is engaging.
If you're sure it's not, check your oil level. Low oil will keep VTEC from engaging.
and no, it's not as good as the D16Y8's VTEC. The only real difference between the two engines is the VTEC assembly and ECU. D16Y8 has 127hp, D16Y5 has like 112hp.

I just got an oil change. What should the level be at and do i cheak it like a street bike start it up and let it run, then pull the stick out?

yeah, that y5 with its whopping 115hp at the crank. The engines aren't quite the same; the y8 has a slightly higher CR (due to different pistons) at 9.6:1 compared to the y5's 9.4:1.
What the guys are saying in your link is that a built y5 is "better" (an opinion) than a y8 (which I'd assume from their tone, they're speaking of a stock y8).
Also, remember to shut off the car and let it sit for a minute or two to let the oil drain back to the pan before checking the dipstick.

pshh... vtec-e. Anyway, how's your oil pressure? If the oil pressure isn't high enough, vtec won't engage.
*edit: Also, stein, the sohc's where you can hear vtec engage are few and far between; with the radio muted and windows down, you could just ever-so-faintly hear it in my old ej1. When I say you won't hear it, I'm comparing it to the twin cams where vtec screams, and consequently everyone assumes vtec on every engine sounds like it.

You obviously haven't driven in my car. I need my radio almost max to almost drown out my exhaust and when i say almost drown out it's because i still can easily hear it with my windows up and radio up. Also my exhaust changes tones completely when it switches to vtec maybe I'll take a video for an example. Also for an idea how loud my car is i was about a kilometer away (.6 of a mile) with a condominium between us and my cousin could hear me hitting vtec and me driving around trying to find him.
Also it's 5k for vtec on a y8.
