VSS wire on the cluster harness..?

Default VSS wire on the cluster harness..?

My speedo/odo doesn't work. I was trying to figure out if it's a cluster problem or VSS problem. I took the cluster out and took a voltmeter to the connections on the harness. On the left harness if you hold it where the "fingers" are facing down the wire second wire in from the left goes to 5V when I drive. I'm assuming it's the VSS lead then, just wondering if someone knows if that's correct.

So I assume the cluster is bad then. Is there anything aside from the sensor/cluster that could cause the speedo/odo not to work? Two times in the last 200 miles of driving it just started working, but stopped as soon as I turned the car off. I'm buying a cluster off eBay regardless, as I want the tach but just wondering if there's anything else I should check.
