Default v-tech

hi! i am brand new to the site , my friends v-tech went out in his 98 accord.
from what he tells me it is a engine swaped in from a civic, however i dont buy that and its erelivant to the issue.
i would like to fix it for him but i know next to nothing about v-tech's, from my understanding it is some kind of a hydraulic system that changes the valve timing at higher rpm's.
can anyone give me some pointers on where to start trouble shooting?
i am used to gm/ford engines.

any advice would be helpfull

Well first V-Tech is a phone, they have plenty at walmart if you need one[8D]

Vtec, is the system in Honda engines. for info on how it works see Here

As for fixing it you will want to know what type or at least the series of engine that they have in the car.
