Default Throttle Cable

I was driving my 2001 Honda Civic EX coupe today and i noticed the throttle getting a little bit stuck....the car would keep accelerating when i would take my foot off the gas...when i put my foot under the gas pedal and pull the pedal towards me it stops accelerating and is normal. Is there a way to loosen the cable? it seems tighter than my friends civic's cable is/
