Default Thermostat not opening

I have a 2000 civic LX that will sometimes start to overheat when idling in traffic or at traffic lights. I checked the upper and lower hoses and couldn't feel any coolant moving through them. The water pump and timing belt have both been changed very recently and the radiator and thermostat were changed about a year ago.
Is there any problem with removing the thermostat all together?

Make sure the radiator is topped off with coolant and then bleed the cooling system:

This procedure may take 20-30 minutes:

1) Park the car on an inclined driveway with the front end higher than the rear.

2) Push the dash heater lever/**** to MAX heat.

3) Follow the directions in the diagram below

Overheating ONLY when stopped in traffic is almost always because the fan doesn't work. When the lower hose is hot (140 F), the fan should be on.
