Default strange whirring: help appreciated

today I switched from my snow tires on 14'' rims back to stock 14'', but 3 of the rims were rusted to rotors and it took a LOT of strength to pull them off.

shortly after, I noticed a "whir..whir.whir" noise like a helicopter coming from front of car, not sure which side.

from 1-10 in obtrusiveness the noise is a 3.

-Whirring only while coasting and seems to match tire rotations
-pitch deepens when coasting slower
-coast sharp to left=no whir
-coast sharp right=no whir but squeek squeek (previous problem, prolly not related)
-neutral still whirs
-braking =no whir I think(harder to tell)
-accelerate= absolutely no whir.
-idle= no whir
-whirs while coasting low rpm and high

can anyone help me out?

Did you possibly bend the splash guard and it's now rubbing on the wheel?

Try switching the front two tires with back set and see if the problem moves to the back.
