Default strange oil flow issue

ok, my dad has a 90 accord ex, and recently changed his oil...well when he removed the oil filter he notcied that there wsa hardly any oil in it...thinking it was nothing he replaced it, drove around for a few days, and then checked the filter just for comfort...well again, there was little oil in it....why is this?
we are thinking that there is a bypass valve or something that may be stuck....is this true, and if it is how would we fix it?
i need as much info as soon as possible...thanks...

There is a bypass valve for when it gets cold outside, but i think the valve is inside the filter.

the oildrains back down into the oil pan , cause it sits sideways on the block - the longer the car sits ,before taking the filter off the less oil will be in there
im sure if you run the car a few minutes - then shut it off & take the filter off quick im sure the would be more oil in there
the bypass valve is there to keep oil flowing in case the filter get clogged with crap

yeah i know that oil drains back into the car....but not this much, i literally mean that the filter was almost empty...we have never had this little oil in the filter..
could using a thinner oil, make that happen....we are using 10w-30 full synthetic...
