How many miles does it have on it? With it being a 96, and if it is a higher mileage car, it is possible that the speedometer itself has gone out. But the VSS is also a possiblity.

The fact that both the speedometer and cruise control have failed strongly points to a faulty Vehicle Speed Sensor (VSS) located on top of the transmission. I would also guess that the CEL is ON. Pull the CEL code as detailed at the link in my signature. It should confirm the VSS failure.

if ur talking about the VSS yes for the most part. a plug on top and one bolt holding it to the tranny. JUST BE SURE before you EVER try to do anything more than finger tighten that bolt that the sensor is all the way seated into the tranny case! i didnt and ended up snaping off the mounting flange. and since it only has one bolt holding it down youd destroy the sensor. i did it and had to buy another... it sucked!
