Default smog / emissions test

I failed my smog test and need to pass to register my car out here in los angeles. By reading the sheet below any ideas how I can fix it to pass?

1. - Timing not to specification - How do I fix that or do I need to bring it to a shop, how much $$?

2. - Need approval for aftermarket intake - I have a cold air intake on, can I go somewhere to get approval for it or do I need to put stock back on?

Any help would be great

1. All you need is a timing light and a 12mm socket and socket wrench. If you don't know what you're doing it might be best to go to a shop. It won't cost anything in parts, and only takes a few minutes, so I wouldn't expect it to cost much at all.

2. In California, aftermarket parts must be C.A.R.B. approved. If your intake is not name brand, it's probably not C.A.R.B. approved. Either put the stock intake back on or buy a C.A.R.B. approved intake such as AEM or K&N.

3. Perhaps your emissions will improve when the timing is fixed. When you fix the timing and get stock intake back on, go get a retest and see if you still have an emissions problem. You might replace the spark plugs too, before getting the retest.

Its probably your timing but I would replace the spark plugs if their old. I hate smog checks, I'm glad they exempt my 65 Chevelle.
