Small lump on side of tire

I just saw a small lump on the side of one tire. Should i replace it? or is it fine?

Replace the tire as soon as possible because it will eventually cause a potentially dangerous blow out.

Is this a new tire? If so take it back to the people you bought it from and have them replace it.
