Default "Short Cycle" A/C Clutch help...

The clutch on my a/c does not work properly. When driving at 2k prm ac blows cold but when at a stop the clutch will turn on and off every second for about 20 seconds...If this matters I did reshim the ac clutch like a month ago.(dont remember which shim I left there). Well a week after that the power steering pump started to leak onto the compressor.(fixed power steering leak) but now i have this ac problem. I am waiting for a friend of mine to get a set of ac gauges at his pawn shop so i can get them cheap. In the mean time can someone please tell me what the problem could be. I did swap out the relays and yes the ac fan does spin....Oh, also a few weeks a go I was ideling and smoke came from under my hood, looked and had oil splattered all over engine bay yet engine, tranny and trans clutch all topped off.... I do live in texas where the temp now is like 105 F, so I need a/c...thanks...

It's probably tripping on high pressure, the usual reasons for which are--
condenser fan not working / condenser air side clogged with debris
overcharged with refrigerant or oil
refrigerant contaminated with air (after work done, didn't evacuate before charging).
