well several ways to fix or cover up the rust.....
cut out the rust at least 1inch back from the rust, and weld some new steel in.. or if your cheap there is fiberglass and bondo.
new steel is THE BEST OPTION but also alot more expensive mainly do to LABOR costs....

only place ive seen online that sell new patch panels....
id also sugest some weldthru primer all around the rear as well.
just depends HOW BAD the rust is on which i would personaly do.... my 94civic has alittle rust but its not so bad so im just going to bend up some small pieces of steel as needed instead of buying a whole new rear quarter.....

Yea, i thought about new steel and labour for that stuff in the Uk is high. never done sheet metal work or welding before. one of the rust spot has started to eat the metal if i leave it for too long it will just start to crumble, the other parts are just mild spots of rust.
