Default Rebuild and Boost

I have a 96 civic with a b16a motor which has a munjen exhuast, upgraded cams, A and M intake and munjen timming gears possibly more but I am not sure cause I bought the car as is with no paper work.
The question is that my car I feel is laking in power and really only takes off in vtech range. (which on that car is all they way in the mid 5's) It just isnt producing the power it should at this point so I think it could be due to lack of compression. So I am thinking of getting a full high end rebuild on it and turbo kit but want to keep it under 6,500. (is that price right) All my research says it can be done but would it make more sense to just swap out for a turbo'd motor instead? My thinking with the build is that if I have higher end products on the vital engine parts than the turbo wont lessen the life of engine thus making it so that the rebuild is not only for my speed junkie side but also for economics due to the longevity given from a better product. Sorry about the supper long message but its not exactly the shortest subject to write on.
