Default Please Help 95 civic no spark

Ok first off sorry for being a noob but you gotta start sometime right?
I picked up a 95 civic dx 1.5 for a daily driver about a year and a half ago...no major problems other than a few cooling system woes. Don't know much on the history on the car but it does appear to have a junkyard motor. Odometer reads 249k...motor who knows. I gave the car to my little brother for his birthday a couple weeks ago and he promptly killed it. It was running fine before, but would sputter if you tried to crank it while it was warm at times. He was in the driveway trying to learn how to work the clutch when he stalled the car. It will not crank now. Here is what I know an have done so far:
1) When the ignition is turned on the fuel pump primes the CEL comes on for 2 seconds then goes off and you here the relay click
2) I have tested the main relay using a method I found online and all pins show continuity of approx 0.6-0.8 ohms when volatage is applied to other pins. I also popped the cover off the relay and all the solder joints look to be in good shape.
3) The car initially appeared to have lost spark, but I have since replaced the entire distributor including cap, coil, icu, and wires. After replacing I still did not see any spark. I then tested with a volt/ohm meter and saw high voltage leaving the plug wires when turned over. I moved the plug to a different location for ground and now see a weak spark. May have had spark before distributor swap and just been using a bad ground.
4) The car shows no trouble codes when the 2 pin connector by the ecu is jumpered.
5) I have checked all fuses under dash and under hood.
6) I put a timing belt/water pump on maybe 10-15k ago. Don't think it has jumped time.

I guess it could be the computer, but I don't have one handy to swap it out. I'm at a loss as to what else to try. Any help will be greatly appreciated. Sorry for being so long winded but I just want to be as detailed as possible so as not to waste anyones time.

Double check for stripped timing belt, start by taking oil cap off and see if the rockers move when you crank. (if belt is more or less intact, but out of time, you will have good sparks but no start. Very common to strip or jump when taking off from a stop, especially if not using clutch properly, would be worth removing upper belt cover and check timing). Check that battery voltage is reaching the black and yellow power wire to the distributor while cranking. Take cap off and try to jump sparks from coil output to a grounded test wire. Should be strong blue sparks that can jump 3/4 inch. Weak yellow sparks mean the coil is blown. (Firing into an open circuit can blow out a coil quickly).

Its a brand new distributor including the coil, also tried to replaced the coil before getting the new distributor, but there was no difference. I doubt that all three coils were bad. It has a weak spark though. It will only jump about 1/8 to 1/4 inch. The belt is new but its possible that it could have jumped time, but I don't know how to check. Valves are moving though and appears to have compression(going off the fact that with the plugs out engine seems to turn much easier). I have good voltage at the plug on the black/yellow wire on the distributor(approx 12.5-13.5 volts). Thanks

To check timing you set the crank to TDC1 and look at the marks on the cam pulley, same as changing the timing belt. You can leave the outside crank pulley on and use the mark on the outside of it rather than removing it and using the marks on the inside.

Weak spark (at the coil) really has to be the coil or the ICM, there's nothing else that would do it. Switch some of your old parts around and try them.
