There is a 92-95 Si but the gauge cluster doesn't have any special badging like the 99-00 Si cluster I think you are hinting towards; the Si cluster is the same as an EX cluster. If you don't get a VX cluster the tachometer redline will be off but since it's hard to find a VX cluster you'd be better off just buying an LX or EX/Si cluster and swapping in your tach from your VX cluster... it's pretty straightforward, you just unbolt and unclip the front cluster cover and remove it, then unscrew the tach from behind (4 screws in a square pattern) and pull it out from the front.
Usually when both the odometer and speedometer stop working at the same time it indicates that the cluster is fine but since sometimes one works and not the other it means that the VSS is sending signal to the cluster just fine... it seems that it is merely a coincidence that the odometer and speedometer both are intermittently failing, deeming the usual method of isolating the problem inapplicable (usual rule-of-thumb is that both not working means VSS signal problem, one not working means cluster problem).
