Default non working speedometer

im driving a 92 civic, and i was just looking for some help on fixing my speedometer. I thought maybe just the gauge itself went bad so i bought a new one. However the new one jumps to 28 mph, and stays there, while my old one just remains at 0. I know honda's are sometimes known for the speed sensor going, so i was thinking the next thing i would try is the speed sensor. I found one for cheap on ebay. I was just looking for some feedback as to whether its that, or if not, what else could it be?

If you try and change every part that has to do with the speedometer, you gonna end up broke. Goto the speed sensor and check wat the reading is. Then disconnect the speed sensor and see what the spedo shows. After that, short the sensor and see wat the spedo shows. If the spedo changes, then it might be that the sensor is broken. If the spedo doesn't change, then it is gonna be the wiring.
