There is a short to ground somewhere. Often this happens at the socket, have you changed any bulbs lately? I'd start by unplugging the harness in the trunk, put a new fuse in (buy a bunch of fuses) and see if it holds. If so you know the problem is after the part you unplugged. Similarly unplug the lights on the front and sides (if equipped). The other thing that causes it is a wire harness has been pinched during manufacturing or subsequent modification of the car. Eventually the insulation is cut thru and then there is a short. These problems are tedious to find. You may have to take a bunch of stuff apart to make a physical inspection. If you have a good wiring diagram that will show where the harnesses go and what to unplug to isolate various parts of the system.
The brake lights are a totally seperate system except at the bulbs, so it's not suprising they still work.
