Need help troubleshooting, '98 Civic

Looks like its no spark. I can smell gas when I pull the plugs, I tried grounding one to the valve cover while I started the car and didn't see any spark. I tried measuring the resistance of the wires but can't get the probe deep enough in to get a measurement.....I would think the probability of all four being bad at the same time is low however.

Nice work. P1399 is a multiple misfire code. My guess is a bad coil or ICM or both.
1) Check whether dash fuse #9 is blown.
2) Remove the coil and ICM from inside the distributor. Test the resistance of the coil and have an auto parts store test the ICM.

This is great, thank you. I was reviewing the "check spark" link in your sig, one of the steps was to verify the ground cable between the distributor and the engine block was secure......I didn't see such a cable on my '98. It looks like the distributor is grounded through the bolts......is that correct?

Take the cap off. Make sure the rotor is secure (a common problem for the screw to fall out). Hold a grounded test wire near the secondary terminal on the coil and crank.
Weak yellow sparks -- replace coil. Don't trust a resistance test. Resistance test will prove it is bad but not necessarily prove it is good.
No sparks -- Check does the distributor shaft rotate when you crank? (if not, stripped timing belt) Do you have battery voltage on coil terminals A and B to ground both with the key on and while cranking?
