Default Ignition Key Problem

I own a 2000 Honda Civic DX. The only way I can get my car key released from the ignition is by removing the ground connection from the battery. I think there is a problem with the anti-theft system. How can I resolve this issue?

This is the automatic transmission interlock system. You have to shift to park to remove the key. The switch on the shift lever that detects it is in park is probably not working.
