You're missing the point.

When you disconnected the wire and found the engine slows down to 500 rpm, that demonstrates that the ECU is commanding the idle to increase by driving voltage to the IACV. The IACV is/was good, it is doing what it was told.

The ECU is programmed to increase idle while it is receiving a low temperature reading from the ECT sensor. This happens every day in normal operation while the engine is warming up.

So what you're telling me is I've got to replace the engine coolant temperature sensor.
And the IACV is working just fine.
