Put it this way. The stall RPM on the automatic gearbox is 2600 RPM. It never goes under 2000 RPM by engaging the torque converter lock unless you are going very slow (like 15-30 MPH IIRC), and even it it is at 2000 it will downshift or unlock the converter if you even touch the gas at that speed (around 40 MPH). If the auto runs such high RPM when cruising, then there is a reason you should downshift to the powerband before punching it on the manual gearbox.

Now if by surging you mean the engine is going up to 1400 down to 700 up to 1400 and back again that could be a number of things. It can do that if the vaccum line to the fuel system is disconnected, if the IACV or the idle speed is incorrect, if the throttle cable tension is wrong, if the throttle plate is gunked up, and so on. Check all your vaccum lines to make sure none are leaking if the other stuff isn't what's wrong.
In my Civic (which I sold for $250 a while back) I found the engine "surged" whenever the gas pedal got stuck at "1400" RPM. Basically, just let it sit at 1400 long enough and it will try to idle at 700, but it doesn't work that way so it surges.
Then, when I disconnected the vac line to suck up the seafoam, I found the engine would surge the same way, but by slowly pulling the hose away it would climb up and stay at 1500 smoothly. Makes it easier to suck seafoam if the engine is running constant revs.

If I am under the hood and rev the car using the throttle on the throttle body and I slowly accel the engine from idle once it hits 1400 rpm it will like palsate or surge fast then if I accel the throttle through 1500 it doesnt do it.So from 800 to 1300 its fine from 1500 on its fine.It only does it held at 1400 or a slow rev.
