Starting about 3 days ago when I turn my car off [Key out and all] My heater stays on and blowing until I turn off the heater switch....
I Have checked and Its the only thing in the car still getting power, its no problem turning it off but Me forgetting one night could mean a dead battery in the morning so I thought I should find out whats wrong lol...

Yes that looks like the right part. It's all body wiring, doesn't have anything to do with swapping the engine. You could test it by pulling one of the other relays to substitute. There are 3 in there: heater fan, rear defogger, and radiator fan, and they're all the same type of relay.

Pulling the relay out and leaving it out should definitely kill the fan. Does it?
Do the wipers work with the key off? They should not. I think they are on the same circuit from the key switch. I'd have to look at a diagram to be sure.

hmmm I started car and turned it back off and now all is fine..... When I pulled relay out second time heater did turn off...
Wipers didn't work without car on at any time. I hope this is over but who knows lol.
Thanks Mk

Of course, by default, I agree with mk that you might want to test the ignition switch. It might be powering the IG2 circuit even with the key off. Another possibility is a bad hood fuse box.
