Default fuel pump

Is there a safety shut off for the fuel pump in the 89 civic? It has been in an accident . I put a new fuel pump in , reset the ecu and still not working, though it did for a couple starts now it doesn't .
Thanks for any ideas or help

There could be a short somewhere, or you might have just blown the fuse if it worked a couple of times.
