FITV..to be..or not to be?

FITV..to be..or not to be?
I just have a quick question about how people try to diagnose high idle on cold starts.
Let's say someone says they have a 93 Civic(which has FITV) with high idle(say around 1500) on a cold start, they're wondering what they can do about it.
Now some would say this as an answer:
" It's normal for your Vic to idle that high on a cold start because the FITV is trying to warm up the engine so the ICAV can take over when warmed-up."
But my question is if you brought a 92 or 93 Civic back in 1993 BRAND NEW would it still high idle on that first drive EVER because of the statement above?

Let me start from the top:
I thought of this topic because I read a few Threads in this section that read "high Idle on cold start problem" or "high idle on startup". After reading those threads & their replies, basically most of the replies said "It's normal for your idle to be that high(about 1500 rpm) on cold start because of the Fast Idle Thermo Valve".
Which opens till the car warms-up(operating temp.) and the ICAV takes over.
Now here is what I want you to do...I want you to make believe it's the year 1993. You go out to buy a brand new 1993 Honda Civic on a cool clear morning(about 60 degrees) right out the Honda dealership & you're about to drive it home after closing up the deal with the saleman & everything.
You turn the engine on & the engine idles on cold start at 1500 rpms....then goes down slowly after a few minutes to about 800 rpms.
My question is...based on the paragraph above...is this normal for a Brand New car out the dealership?
P.S.: Sorry....had to make it look like a SAT question :P
