Default Engine Swap

I was planning on doing an engine swap... i have the stock non-vtec d series 1.5 liter as of right now and i found the d15b series vtec sohc. It comes with all needed parts and sensors, but my question is if i can afford to get the wiring and everything in and the new ecu... is it bad to run the engine without the vtec?

does it come with the new ecu??? www.rywire.com has vtec harnesses to make it simple to add it to your car.
