E-Brake Sticking

Default E-Brake Sticking

Hello here recently since it has got cold my e-brake has been sticking when i set it. Now that its gotten colder i cant even pull up on the handle. Does anyone know what is causing this or how i can go about fixing this problem? Any info on this would be great . Thanks.

Too cold, I assume condensation through cable and jam it. No complete fix, tried to switch to 1st gear or R gear for manual transmission. For auto, leave it at P should be fine. I can pull the handle up by giving it a nice yank. But how to release it is whole other issue.
Beside, why people in North America call that thing E brake anyway, I assume that thing is the last thing you should touch during emergency.
