Mine dropped to 24 MPG in my auto 98 lx, it was cause of the O2 sensor. However, I had a CEL to tell me that.
I also changed to air filter to a K&N, that might have helped a little, I just got 29 MPG with all city/hills driving.

if you change thefuel filter make sure you take off the three bolts mounting it to the engine bay first, as well as the "Band, fuel strainer" pic #5 and #6. I had a heck of a job getting the feedline in after putting in the new filter because I didn't do this. Also put the feedline inside the filter befor snaping it back in it's slot/Band #5. Or it will be at an angle and bind up. It'll make more sense once you scope it out.
