10 is air intake temp sensor
21 is VTEC solenoid

The CEL codes would not cause a no-start problem.

Is your timing belt off by a tooth? Check the mechanical timing.

Do you have spark?

Is the fuel pump priming?

Especially when there's more than one code, remember the codes you have, reset the ECU, then see which if any of them re-occur. I agree with Ron, it should be starting even with those codes.

Did you just put the VTEC head on, i.e. has it ever been able to run with the mini-me setup? If it's just been put together, besides the timing, also check the valve adjustment. If someone set the valves too tight because they did it wrong, it may not start.

A car can run with CEL Light on it has nothing to do with start up. My 94 Accord LX has all lights u could think of on and till this day it runs, mind you i haven't done anything to this car and i mean anything, no tune ups or even a damn oil change just a fuel filter and spark plugs, and i've had it for almost 2 years now and yeah i know i haven't done a single oil change oh well it was to sell and i'll sell it eventually. It could be your distributor or starter that died. Very common problem in Honda's, not so cheap to fix

Nah the car is just sitting here not going anywhere till i sell it, u know me i got my civic and i take care of that one with all the TLC in the world.

The way i roll is that if a car is worth it, love her, if not neglect her

i just put the head on so it has not started with it before
i had the head machined by a reputable shop and told him to carefully inspect everything so im hoping nothings wrong with the valves
all cylinders are getting spark and im gonna check the timing later with a light as soon as i can get a helper
yes the fuel pump is priming...that was the first thing i checked

what is the easiest way to reset the ECU?

You need to check the mechanical timing of the belt not the ignition timing.

Reset ECU by pulling the 7.5A BACKUP fuse for 1 minute. Then reinsert it.
