Default code 43....idle issue

ok guys, i have a 95 civic ex d16z6. im gettin a code 43.... Fuel Supply System defective or malfunctioning fuel supply system. for one, the car always idles high. anywhere from 1500 - 2000. half the time....more in the colder weather....my tach starts jumping up and down like crazy when im at idle. at the times that the idle doesnt bounce, it will idle at 1500 or 2000 rpm. so far ive replaced the fuel filter, idle air control valve, and oxygen sensor. took it by a shop today, and they are also clueless. anyone have any ideas? this is gettin old now. Code 43 indicates a problem with the O2 sensor, the O2 sensor circuit, or the fuel supply system. The service manual indicates that if code 43 is accompanied by poor driveability, then you should troubleshoot the fuel system. Based on the troubleshooting Table in the picture, rough idle is most likely caused by faulty fuel injectors or bad fuel.
