No such thing as code 0. If there are no codes the LED will blink once when you turn the key on and then it will stay off. If the LED never blinks at all or if it comes on and stays on, that could be a faulty ECU but usually it is because the ECU is not getting power or ground. Also when turning the key on but not cranking, check that the CEL cycles on and back off and that the fuel pump runs to prime then stops.

Oxygen sensor is code 1 but that will not prevent starting. In fact, any signal from the oxygen sensor is completely ignored until the engine is warmed up.

Don't start new threads about the same problem. Check fuel flow and pressure by disconnecting the RETURN hose. Disconnecting the supply hose at the fuel filter and seeing gas come out doesn't prove that the pump is making sufficient pressure. Is the gas stale? The Civic engine is hard to start on old gas.

You should check the cam timing, take the upper cover off so you can see the marks. Then with the engine at TDC1 take distributor cap off and confirm the rotor points to #1. Confirm plug wires are in order 1-3-4-2, cylinder 1 is the one furthest from the distributor.

Measure compression with a gauge. Unplug the power wire to the distributor during this test so you don't fire the coil into an open circuit, which can damage it.
