Using a 1/2" ratchet and a deep 17-mm socket, try to rotate the crankshaft pulley counterclockwise. If you are unable to do so with the front end raised on stands and the transmission in neutral, then the engine may be locked up.

You do not want to loosen the crankshaft pulley bolt. That would take an enormous amount of force anyway.
The ignition key should be turned OFF. You might also consider disconnecting the battery. You want to test whether, with a reasonably small amount of force, you are able to turn the crankshaft pulley in the counterclockwise direction as you face the pulley. There should be some resistance to turning but you should be able to turn it without exerting a lot of force. If you cannot turn the pulley, then the engine is seized (=very bad=purchase new engine).

You are trying to turn the whole engine. You should be able to do this with the leverage from a typical socket wrench. Do not worry about loosening the bolt by accident, it is very tight.
Also if it doesn't turn, there's the slight chance it could be because the alternator, A/C, or power steering is locked up. Before condemning the engine take all the belts off and try again. Usually though when this is the problem the starter will be able to overpower the belts and you will hear a very loud squealing noise when trying to start.

iight so i tried to turn the engine by hand..and nutting...i then used my foot to try and give it more pressure and it turned...but is the whole pulley suppose to move with the force or just the nut???

i forgot to put the car in nuetral when i first did it and the bolt turned when i put pressure with my foot..i then tightened it...put the car in neutral..tried to push it with my legs again..and it did not turn

Most people dream about the nasty crankshaft pulley bolt coming loose so easily! This in and of itself may signify a problem. How much force are you able to apply before the pulley bolt loosens? If you can apply a lot of force without the pulley turning, then the engine is likely seized. Sorry.
