CEL and speedo problems, 98 LX
Speedo, trip odometer, and odometer all won't work 99% of the time. The speedo will occasionally work in OD going 60mph, but that hasn't happened in a while now either. Tach works fine. I've looked over the wiring harness coming out of the speed sensor fairly well, and can't find a burnt spot. It does burn #15 fuses immediately.
Could it be a bad speed sensor?
Or, sense that #15 fuse is also the altinator, could it be that?
Side note, my bright lights aren't bright at all, and my dim lights are just about nonexistant. Is this normal for a civic, or is there a problem there also? Man, I hope so, I can't see at night! What do I look for here?

This problem has all the characteristics of an electrical short (blown fuse) that you haven't yet been able to locate.
You could disconnect the speed sensor and test whether fuse 15 still blows. I suspect that it will.

Need to find out why the fuse keeps blowing. Some 6th generation models had a problem where the engine wiring harness would wear thru and short out. This I think would occur at one of the clips under the manifold. Try to get under the car and inspect it from underneath.
As for the headlights, check the voltage at the bulb with the lights on and make sure it is close to battery voltage. Or has the aluminum coating on the reflector in the back of the headlight unit housing degraded? Only cure for that is to replace the whole thing. Don't use the ebay knockoffs, look for good ones on a junk car or buy new from a dealer. They're not hugely expensive, compared to running into stuff that you can't see.
