car is bogging at low rpm
So im driving my 99 civic ex slowly in 1st-2nd gear around the parking lot and my car boggles. Is this normal for all Manuel Transmissions? At first I thought it was the fuel filter so I got a new one but that didn't fix the problem.

Since it's an EX, there should be a tachometer on the dashboard. You want to keep the rpm above 2000 when trying to accelerate in any gear except when you can't avoid it (initial taking off in first, or backing maneuvers). If the engine shakes when you are at or above 2000 and floor it, something is wrong.
