Check the condenser fan fuse in the under-hood fuse box (it's by the battery). If it is blown, neither the compressor or condenser fan will work.

Yes, that was what I was going to have you check next.

There is also a relay over by the driver side headlight, mounted on the radiator support.

I'm not so sure either, actually... reason being that mine are actually just hanging there because the mount portion of the relays broke off.

IF you have a 95 Civic:

1) Check 20A hood fuse 35 and 7.5A dash fuse 13

2) Check the A/C thermostat in the evaporator

3) Check the heater control panel

Take the glove compartment out and locate the thermal control on top of the evaporator box. It has a 3 wire plug and a gray wire that's permanently attached. Unplug the plug and check the wires:

blue/white should have continuity to ground whenever the fan switch is on any setting other than off, and the A/C button pressed. If not, problem with the control panel.

yellow/black should have battery voltage whenever key is on.

yellow/white jump it to ground (or blue/white) with engine running, compressor should start.

If all these tests pass, thermal control is bad.
