Blown head gasket 95 civic LX

Blown head gasket 95 civic LX
Well my finaces dad has a 95 lx with a D15B/1/2/7 1.5L SOHC non-VTEC '88-'95 Civic's 62-102hp motor in it.
Im pretty sure he blew the head gasket and he took it to his mechaninc who quoted him 800 for anew motor with low miles and 500 labor for ths swap. To me this seems a bit pricey and i was thinking more like 1000 bucks for both new motor as swap.
Does my price range sound right or is 1300 bucks correct? My finaces dad did ask for a new water pump and timing belt to be installed as well with the new motor and this is inculded in the price.
Also, the mechanic did not even mention possibly swapping the head for a new one if there was only head damage. How much would something like that be?
