Default belts

couple questions, how do i know when to change my belts and how do u i go about gettin them replaced without paying a ton of money. as well when coming to a stop my car feels like its sputtering and is about to stall but then doesn't. I had my sound system out for a few years and it didn't do that but when i put it in it seemed like it started again, could i be bc of the batterey is almost dead?? thanks for the input.
on and the car is a 92 civic si hatch

Usually you would change your belt when they look dry rotted, or i think it's when there's 3 cracks in an inch.. or something like that. And if it's doin it because you put your system in, your alternator may be shot. It's requiring that extra power that your alternator can't put out anymore.
