Default AC doesn't blow cold at idle, but picks up at about 5000 rpms

My ac blows cold, but not at idle. It will blow fine once I get up to about 4 or 5000 rpms. Anyone else have this problem?

Also, the windows go up, but stop about 4 inches from the top, then I have to manually pull it the rest of the way. Bad window motors?

Check whether the condenser fan (driver's side) fails to run when you turn the A/C on.

Spray some silicone lubricant into the rubber side channels where the window glass slides.

dito..... but 5K rpms sounds more like another problem if your just sitting there still! but if your driving and you mean at 5K rpms then thats probably your fan not working on the ac condenser. only reason it will get cool when driving is the air flow from driving down the road.
