Default '99 / '00 Radiator fan question

Is it possible to run this fan from an outlet in someone's home? Not sure if there is some sort of power adapter plug?

I assume that a basic 12V DC converter from Radio Shack will work. But why?

I don't actually own a Honda Civic. I just plan to use a radiator from one to cool my computer. ... so I'd need the fan to work indoors as opposed to in the car.
