Default 98 Civic Power Outlet Wiring Help

I have a 98 Civic Dx and my cigarette lighter/power outlet came loose and fell out of the dash yesterday, but still worked. I then got my hands behind the dash and screwed the metal shroud back on to it. After that now it doesn't work. I pulled the dash apart and the harness broke off so now i need to rewire the cig lighter. There is a yellow wire and a black wire that i found behind the dash but no matter how i try to wire it up, it blows the fuse and destroyed 2 of my car chargers.

Is the yellow wire w/ stripe and black wire the correct wires for the cig lighter and does it matter which prong it goes on to? Someone please help me get this fixed

Yes it makes a difference. The black wire is ground it goes on the shell. The live wire connects to the center. The center is the positive side of the circuit. Check with a voltmeter before plugging anything in. Reversed polarity will ruin electronic devices such as phone chargers.

There is two prongs right next to each other, no way to tell which is which. I have tried hooking it up both ways and its not working

Check with a meter on ohms. The prong that is connected to the shell goes to the black wire.
