The horn is unplugged. It will not pass State inspection without a horn. Just unplugging it is not an option.

One wire horns should have a relay. But I doubt the relay is the problem since it didn't get stuck on like relays usually do.

You said it didn't get stuck on "like relays usually do". Could you elaborate? I have moved the steering wheel back and forth. I even drove the car for several miles to the mechanic.

The horn came on when I shut the hood. The car was not running, and I was outside the car when it happened. The horn button was not pressed, and seems to move properly. You have heard of people who are computer illiterate. I am mechanically challenged. Other than oil changes and minor work, I seem to always get into huge problems when I try to do anything major.

I live in a small, rural town, and most of the mechanics around are self trained. The Honda dealership is a long way from where I live, and as I stated in another post, is not trustworthy.

A relay would have to be closed before it can get stuck. If you had pressed the horn button to blow the horn, but then it didn't quit when you let off the button, that could be because the relay got stuck. But there was nothing to make the relay close in the first place just by closing the hood, except if it has an anti-theft system and it thought you were trying to steal it.

You could punt it all and install another button somewhere on the dash and run new wires to the new button from the fuse and the horn, that should make the car legal for inspection.

not realy... relays are powered when a magnetic signal pulls the contacts together... contacts are just contacts... THEY BREAKE... and finaly loose thier springeness

BUT to pass state inspection does the horn button have to be on the steering wheel?
if not i can help ya rewire the horn... by using a 12volt relay some wiring, inline fuse and a momentary switch....

Depending on the year of your Civic, on my 97, there is a horn wire that runs inside the radio harness. If you have an aftermarket radio installed, I would check if there is any damage.

SILENCE FINALLY

I removed all of the under dash covers. There was an aftermarket Alarm System under the dash. I called my daughter and she said it did not work, so I thought maybe the previous owners had crossed some wires when installing it. I checked where each wire was attached, and disconnected them. During this process I found the relay which controls the horn (near the fuse box under the dash).

I bought a new relay and installed it, but the horn still blew. I put the original relay back, and started tracing where the wires went through the firewall. I traced the wire bundle up past the drivers side headlight, across the front of the car, past the passenger side headlight, under the battery and through the firewall on the passenger side.

I took out the glove box, and traced the wires up behind the stereo. As I was trying to get my hand behind the stereo, I noticed a connector in the way, which went to the heater/AC controls. It had a plastic cover over it, which was not all the way on. I decided to disconnect the connector and try the horn. I put the relay back in, and the horn did not blow. I reconnected the connector and the horn started blowing. When I was trying to wiggle it lose again the horn went off and on. I had found the bad connection.

I took the connector apart, pushed the wires securely back together, put the placstic cover back over it, and snapped it in place. I connected it and the horn did not blow. I pushed the horn button and it worked. I tried all of the heating/AC controls and everything worked.

Thanks to everyone who gave advice. Your suggestions helped me to try some things I would not have.
