Default '97 Civic DX Maintenance Required window

I say window because it does not a ppear to be a light, just a wheel with color that slowly went from yellow at 96,000 and just turned Red at 97,000. Now I read through a bunch of posts and I don't believe it has anything to do with changing the oil...I changed the oil just 300 miles ago and 3000 miles before that and it was just black back when I changed it at 93,700(approx.)
Anyway just about 2 days ago at 96,790 miles, the check Engine light came on....it still runs just the same as it did before, then as my odometer just got to 97,000 the Maintenance required window went to Red...It ain't the oil needing to be changed, so what is that window for on 1997 Honda Civic DX?? I was thinking it might be a reminder to change the Timing belt, but not really sure on that.
Can someone who really knows about this year Civic tell me if the "Check Engine" light and the "Maintenance Required" window coincidently just started at nearly the same time and is that a reset button next to the Maintenance required window on the display?? Thanks in advance.

The maintenance indicator turns red every 7.5K miles to remind you to change the engine oil. Just insert your key into the cluster slot to reset it to green.

The CEL is indicating a real problem with a sensor(s). Pull the CEL code(s) as instructed at the link in my signature. Never ignore the CEL.
