Default 96 Civic DX running rich

hey i have a 96 turboed honda civicDX. I just went to get my inspection sticker the other day and found out it was running to rich so it failed...Im not quite sure what to do , what i have done so far is had a buddy of mine hook it up to the computer to see whats goin on and found out the o2 sensor is fine. Someboday made the suggestion bypass the aftermarket fuel regulator. This is an automatic turbo and pretty sure its not tuned. Just hoping for some helpfull sugestions...

maybe adjust ur timing, or get some smaller injectors, im really not sure, iv never had that prob. or u can take ur turbo out to pass then put it back on when u get home. sry im not much help on this. never had a turbo car.
