Default 95 no start, but has spark and fuel

Hi all, my daughter recently purchased her dream car, a well-kept 95 Civic coupe with 95K on the clock.
Unfortunately it's been problematic and I am a driveway mechanic at best with no prior Honda experience.

She bought the car in August, and in September it developed a strange idle issue - right after it was started the idle would fluctuate widly up and down, sometimes the engine would continue to surge while driving, but usually it would settle down after a few minutes. This was intermittent - no rhyme or reason when it would happen.

Now for last month or so it's developed a no-start problem, again intermittent. Sometimes it starts right up, other times it won't. I've checked the Distributer, cap, rotor, and plugs - all good. Even went so far as to replace the Dist with a new one. The car has spark. Also injectors have pulse, fuel supply is good.
The fuel filter was clogged badly, that was relaced but the problem remains.

I checked the ECU visually, it looks ok. No char marks on the board, no bad smell, not sure what else I can check about it.

Any ideas greatly appreciated.

check the ground wire to the battery, i had something similar happen to mine and that was the problem
