Alright,
I've looked around for days, and days at various sites to find an answer. As well with asking mechanics for some input, and nothing so far.... Here is the problem:
I have a 1995 Honda Civic, EX with 1.6 VTEC (manual transmission.)
The previous owners were... less than skilled at wiring, but attempted to add a few aftermarket toys by themselves and I recently had to remove the radio due to it throwing sparks... But on to the current issue!
My left directional a better portion of the time, does not work... which is fine, but it also causes EVERY light in the vehicle to pulsate. It also causes the engines to rev, and die down intermittently. And often is accompanied by a buzzing/grinding noise from the steering column/dash. The heater fan even pulsates in speed LOL
I took apart the dash, removed aftermarket wiring and clusters. Made sure there were no exposed wires or anything, and yet the problem persists.
If it matters... there is a racing steering wheel on right now. Sadly they ripped some of the stuff for the airbag, and I am without. The horn only activates when I adjust the steering wheel height/position.

Right turns are always OK though? Most of the circuitry is shared except for the final part involving the bulbs. First check which bulbs work and which don't.
Usually when seemingly unrelated electrical systems start to interact, it is a bad ground.
It could also be varying output from the alternator. The black and yellow wire at the alternator should have battery voltage with the key on. If the alternator doesn't get powered up from that wire, it will put out a low and varying voltage.
